Three and a half years have passed since the publication of the Levy Report, which claimed that the West Bank was not occupied territory and that there is no legal impediment to building Israeli settlements there. The Israeli Government has never officially adopted the Levy Report due to the predicted international response to such a move.

But, a new Yesh Din’s position paper – From Occupation to Annexation –shows how the Government of Israel is silently working on several fronts towards implementing the recommendations and legal doctrine of the report, and thus retroactively authorizing outposts and harming the property rights of Palestinians.
