Israeli HR Organizations: Act Now to Prevent Forcibly Transferring of Palestinians from Northern Gaza


Palestinian medical sources announced on Monday, October 14, that the Israeli occupation has killed more than 342 civilians during its aggression on the northern Gaza Strip, which has been ongoing for 10 days. Local health authorities also confirmed that the Palestinian death toll from the Israeli war since October 7 has risen to 42,289 reported fatalities, with an additional 98,684 individuals sustaining injuries. Most of the victims are women and children.

Israeli human rights organization warn on Monday that the international community will be complicit if Israel forcibly transfers the population of Northern Gaza Human rights called on the international community to act now to prevent Israel from forcibly transferring hundreds of thousands of Palestinians who have remained in the Northern Gaza Strip outside of the area, including by denying entry of essential humanitarian aid and fuel.

Gisha, B’Tselem, Physicians for Human Rights and Yesh Din, said that there are alarming signs that the Israeli military is beginning to implement the “Generals’ Plan”, also referred to as the Eiland Plan, which calls for complete forcible transfer of the civilians of the northern Gaza Strip through tightening the siege on the area and starving the population.

The organizations reiterated the warning that states have an obligation to prevent the crimes of starvation and forcible transfer, and that if the continuation of the “wait and see” approach will enable Israel to liquidate northern Gaza, they will be complicit. “All states and relevant international institutions should act now and use all tools at their disposal – legal, diplomatic and economic – to prevent this.”

According to Muhannad Hadi, Humanitarian Coordinator for the Occupied Palestinian Territory in East Jerusalem, “The pressure on over 400,000 people remaining in northern Gaza to leave southwards is mounting. Since 1 October 2024, Israeli authorities have increasingly cut off northern Gaza from essential supplies. Erez and Erez West crossings have been kept closed, and no essentials have been allowed from the south. Three renewed orders have been issued – on 7, 9 and 12 October – directing people to displace. In parallel, hostilities continue to escalate, resulting in more civilian suffering and casualties.”

In the past two weeks, over 50,000 people have been displaced from the Jabalya area, which is cut off, while others remain stranded in their homes amid increased bombardment and fighting. A military siege that deprives civilians of essential means of survival is unacceptable and “The latest military operations in northern Gaza have forced the closure of water wells, bakeries, medical points and shelters, as well as the suspension of protection services, malnutrition treatment, and temporary learning spaces. At the same time, hospitals have seen an influx of trauma injuries.”

“Civilians must be protected, and their basic needs must be met. Multiple entry routes must open for critical supplies and safe humanitarian response needs to be provided to people in need wherever they are. Civilians must not be forced to choose between displacement and starvation. They must have a safe place to go, with shelter, food, medicine and water. In Gaza, there are no more supplies available to support newly displaced people. Those who leave must be given the opportunity to return. I reiterate that international humanitarian law must always be respected by all,” he said.
