The 29th Congress of the Communist Party of Israel (CPI), held from February 12 to 14, 2026, in the city of Shf’amer (Shfaram), approved a series of resolutions and summaries, extending its warm greetings to the party’s cadres, who exerted all efforts to ensure the holding of this congress, which we meant it to be an organizational lever in the decades-long path of the Party, on the foundations of Marxist-Leninist thought, and on the support of the weakened and the oppressed classes, and the unwavering struggle for the just cause of the Palestinian people, and the end of the occupation and settlements, and against all forms of oppression and discrimination, the first of which is national discrimination against the Palestinian masses in Israel, and for progress and social justice.

Our Internationalist Party represents the real means of establishing peace and the unity of the workers in the struggle against the system of class oppression and against rampant fascism, in parallel with the intensification of racist Zionist thought, against national and racial oppression, for social progress, for gender equality, and for the horizon of democratic revolutionary socialism.
Congress Appeal
The congress expresses its pride in the party cadres, and calls on all party cadres to strengthen the party organization, especially after all the changes that occurred during the genocidal war against the Palestinian people, which we witnessed between two congresses, and which still continues in altering paces, as well as the continuation of its effects and repercussions, on many areas of life, especially political work.
The strengthening of organizational life in the branches and regions is the basis of political, trade union and social activity in the life of the Party, together with the cadres of the Democratic Front for Peace and Equality (Hadash/Al-Jabha), of which the Party is the backbone, with the aim of expanding the popular base participating in struggles and fights in various fields, and extending a hand to all Jewish and Arab forces that aspire to true peace and equality.
The CPI extends its warm greetings to the Young Communist League, the young guardian of the Party, which constitutes the incubator that refines the future cadres of the Party and its leadership; and the Party also salutes the dozens of comrades of the youth who were promoted on the eve of the Congress, continuing the long tradition of promoting young comrades to the ranks of the Party. Our congress extends its militant greetings to the cadres of the Students’ Fronts, in universities, colleges, and institutes of higher education, in their distinguished activity and in the framework of collective action, to raise the level of political awareness among the younger generations.
CPI calls on the young generations of workers and students, and all those who are convinced of the ideology and program of our Communist Party, from different generations, women and men, to join its ranks and to contribute to this historic revolutionary process, and to contribute to making a new breakthrough in this veteran rooted path, towards a renewed Communist Party in its essence, and in its solid march on clear foundations, with a precise compass, which is the intellectual and ideological basis, away from the Zionist, bourgeois, conservative and reactionary influences and agendas. We are leading the way of the working class, Arabs and Jews, in a revolutionary struggle for liberation from the tyranny of the colonial power of capital, and we are advancing towards the desired horizon of socialism.
Congress Resolution on Palestinian Independence
After two years of the continuous genocidal war, our Communist Party of Israel, at the conclusion of its 29th Congress, reaffirms the necessity to end the occupation and reaffirms its adherence to the right of the Palestinian people to self-determination, the establishment of their independent and fully sovereign State on the borders of June 4, 1967, with East Jerusalem as its capital, the removal of settlements and the guarantee of the right of return, in accordance with United Nations resolutions, no matter how gloomy the situation may seem, and in the absence of any breakthrough on the horizon, despite all the jurisprudence and assessments put forth and worth of discussion.
In 1948, Israel took the legitimacy of its establishment under the Partition Resolution, which was adopted by the United Nations on November 29, 1947, but it violated it by occupying areas allocated to the Palestinian state; the Resolution has two principal sides, one completes the other, and vise versa; Israel was established while the Palestinian state was not, and this is what must be implemented.
Accordingly, the Palestinian people’s right to a state and sovereignty must be guaranteed, otherwise, it only consolidates the occupation and settlements, by direct and indirect means, as we currently see in the Gaza Strip, and the Trump Council, which is falsely and calumny called the “Peace Council”, whereas the US imperialist regime wants it to be a primary tool to liquidate the Palestinian cause and erase the right of the Palestinian people to represent themselves and manage their own affairs.
The targeting of Palestinian refugee camps in the Gaza Strip and the West Bank, and then the attack on the United Nations Relief and Works Agency for Palestinian Refugees, UNRWA, suspending its work and branding it as a “terrorist” organization, in addition to the strike on international institutions, with the support of the US administration, are part of the plan of successive Israeli governments, especially since 2010, to liquidate the Palestinian refugee issue by removing the camps and stopping the work of UNRWA. CPI considers these actions as war crimes that fall into the war crimes Israel is committing against the Palestinian people, and the world must stand against this scheme.
At this stage, CPI calls for a complete cessation of the genocidal war and an end to the daily murders despite the declaration of a “ceasefire”, which is being violated by the Israeli occupation moment by moment; CPI calls for the occupation army to withdraw completely from the Gaza Strip, to open all crossings linking the Gaza Strip with the world, and to ensure access to the West Bank.
Israel must take responsibility for its destruction of the Gaza Strip, remove all restrictions on reconstruction, and contribute substantially to its financing.
CPI warns against the so-called “Peace Council” led by Donald Trump, as this is a council that has nothing to do with its name, but rather is an instrument of total control over the Gaza Strip and the prevention of the natural Palestinian right to manage the affairs of the Gaza Strip.
This “Council” has multiple objectives, all of which fall within the framework of liquidating the Palestinian cause, preventing the establishment of a Palestinian state, and preventing the legitimate representation of the Palestinian people, in addition to imperialist and colonial economic goals, as appeared in many reports, together with the ambitions of the Israeli occupation in the gas field off the shores of the Gaza Strip, in addition to the separation of the Gaza Strip, in the future, completely and definitively from the occupied West Bank, in order to further isolate the West Bank and accelerate the annexation processes there.
The Communist Party of Israel calls for an end to all aggressive military attacks by the occupation army and settler gangs throughout the occupied West Bank, including the killing and destruction of property, as part of the approach of ethnic cleansing in the occupied West Bank and Jerusalem, in addition to political persecution and severe restriction of transportation through the imposition of dozens of checkpoints and hundreds of closures.
At the same time, stop all forms of settlement projects and remove outposts as a first step to remove settlements, including occupied East Jerusalem, stop attacks on the city and its Islamic and Christian holy sites, especially the Al-Aqsa Mosque, stop settler incursions, and guarantee freedom of worship for Muslims there.
CPI reaffirms its position on the need for Israel to withdraw from all Syrian and Lebanese territories occupied since 1967 and later, including the new occupation of Syrian territories, which we witnessed at the end of 2024 and during 2025, under the eyes and ears of the de facto authority in Syria.
Our congress salutes the cadres of our party and Hadash/Al-Jabha for the field struggles initiated nationally and locally, especially the first anti-war demonstration held in Israel by CPI and Hadash/Al-Jabha, on November 18, 2023 in Tel Aviv, and the activities of the Higher Follow-up Committee of the Arab Population, as well as the “Peace Partnership” field alliance, which our Party initiated at the beginning of the war, and proved its presence on the ground, in demonstrations and all forms of confronting the war of extermination.
CPI calls for the widest militant partnerships, in which progressive forces converge with all those who oppose the fascist regime and the Kahanist control of the government and the Israeli street, together with the political forces in the Arab society, to confront the incursion of the fascist regime and its absolute control over the reins of the government and its various institutions, fascism knows no boundaries, as it begins by fabricating the “enemy” and then begins to strike at anyone who disagrees with it, within the public in which it has crystallized. Our Party also warns against the attempts to divert the collective struggle into spaces of dependence and domestication, thus serving foreign agendas.
The Arab Palestinian Masses
The issues of the Palestinian Arab masses in Israel are at the top of our Party’s militant agenda, alongside other basic issues: racial discrimination and oppression against the Arab masses have taken a legal basis to accelerate this approach, through the so-called “Nation-State Law” passed by the Knesset in July 2018. Since 1948, our Party has been the spearhead in defending the rights of the Palestinian Arab masses in their homeland, and our Party laid the foundations of this struggle, which formed the cornerstone for all the following stages. Therefore, CPI calls for:
– The escalation of the struggle against the authoritarian plan to destroy Arab society through crime organizations, and turning a blind eye to the proliferation of weapons and gang lawlessness, which threatens the lives of citizens and imposes “protection money” on people and economic businesses, a scheme that was clear after October 2000, and it is constantly escalating, and more intensely under the extremist settlers government headed by Benjamin Netanyahu.
– Ensuring full equality for Arab citizens in all areas of life, and in the distribution of financial and public resources.
– Expanding the jurisdiction of Arab cities and towns, which originally means the retrieving of these towns, at least partially, some areas of jurisdiction which were confiscated; all that in order to ensure their expansion and development, to ensure the existence of building spaces, industrial zones and public facilities, and to stop the policy of demolishing Arab houses, in parallel with the search for real solutions for thousands of houses, whose owners were forced to build without permits, due to the authoritarian restrictions on Arab towns and the deprivation of building spaces. The policy of discrimination on the issue of land and housing, despite its seriousness over the years, has intensified further after the Knesset passed the so-called “Kamenetz Law” in April 2017, which is also one of the goals of our struggle to repeal it.
The CPI warns against the continued implementation of the uprooting plans for Arab towns in the Negev/Naqab deprived of recognition, as dozens of these villages have been long based on those lands with known owners for tens and hundreds of years, hence before 1948; the basic right of their inhabitants is to continue to stay in these villages and develop them by allocating the naturally deserved budgets.
The CPI affirms its natural and historical position on the right of Palestinian citizens of Israel, those who were displaced from their towns in 1948 and afterwards, to return to them.
CPI calls for an end to all forms of political persecutions, arrests and oppressive trials; the lifting of all restrictions on freedom of political activity in Arab society, and the abolition of all repressive restrictions, aiming to prevent the right to demonstrate.
CPI emphasizes the importance of the existence of popular bodies in the Arab society and is proud of the Party’s fundamental role in establishing them, including the Higher Follow-up Committee, and calls for strengthening its role and the role of the Committee of Arab Mayors.
The Follow-up Committee constitutes the umbrella which brings together the political forces, and the Committee of Arab Mayors, to fight the struggles in a unitary and stronger manner in the service of the interests of Arab citizens; its constant test is in its commitment to the patriotic, collective and democratic principles.
Social Justice, Trade Union Organizing and Equality
The CPI is fighting against the power of capital, the control of the money whales on governance and the economy in general, and in order for social justice to be the pillar of economic policy, by employing sufficient budgets to ensure the development of infrastructure, the opening of employment projects, the cessation of the privatization process of the remaining social and life services, and the restoration of large service sectors from privatization.
Our party calls for a fair tax policy, raising the minimum wage to at least 60% of the average wage, and reducing the working hours that are a requirement for the full minimum wage, from 182 hours per month to 176 hours.
Our Party considers the strengthening of the role of trade unions to be an essential protector of workers’ rights, as an essential aspect of the struggle for social justice.
Our 29th Congress reaffirms the socio-economic program, contained in the report of the Congress, as the program of action of our Party. Our Party fights against all forms of discrimination in society, including discrimination against women in public life and society, and to ensure their natural presence in all popular bodies, institutions and frameworks, and to end discrimination in the labor market, including job opportunities, access to jobs, as well as salary levels, where serious gender gaps persist.
Foundations of Democracy and Freedoms
The fascist settler government, headed by Benjamin Netanyahu, is working to undermine freedoms and political action against anyone who genuinely opposes them, and as the Arab society is the most targeted, it is not the only one; the persecutions, which have reached the point of threatening people’s livelihood and work places, prominently in the education and higher education system, affect progressive people and forces, as we witnessed in the two years of war, in addition to seeking to impose regulations that prevent educational institutions, as well as cultural institutions of all kinds, for example, from presenting different points of view, which oppose the existing policies.
In light of this, the project of this government, from the first days of its formation, emerged as a project of the so-called “judicial coup” aimed at overturning the judicial system and completely subordinating it to the ruling political apparatus, and this also applies to the professional apparatus, judicial consultations in the government, ministries, and various governing institutions.
In its assessments, CPI points an accusing finger at the main parliamentary opposition, which claims to stand against the project of “overturning the judicial system”, but with an overwhelming majority it extended its hand and supported all racist laws targeting the Arab society, as well as laws to support and consolidate the occupation and settlements; this means that its opposition is selective, not fundamental nor sincere in serving the concept of true democracy.
In these assessments, too, our Party emphasizes that the judiciary system, especially the Supreme Court, has never been a “beacon of democracy and justice”, but that the Supreme Court has legitimized almost all policies of racial discrimination and laws targeting the Arab masses, including land confiscation, deprivation of displaced people in their homeland from returning to their villages, and later legitimized all policies of occupation and repression, to name but a few.
Despite this, CPI sees the danger in the government’s scheme, and seeks to exploit the differences between the different forces, no matter their size, in order to confront this fascist plan, because it will bring worse than what exists, and this will reflect on everyone, including the Arab masses; CPI calls for active participation in the mass field struggle, under the slogans of our Communist Party and the Democratic Front for Peace and Equality.
On Imperialism and International Issues
The Communist Party of Israel calls on the forces of progress in the world to mobilize their peoples to confront the imperialist plans, especially the American imperialism, which is openly accelerating to a renewed and intense domination of regions and countries in the world, and to steal their wealth and the rights of their peoples to govern themselves and manage their affairs with complete independence.
CPI has warned, since the beginning of the so-called “Arab Spring”, against the endeavor of world imperialism, first and foremost the United States of America, but also the old European colonial countries, especially France and others, to steal the will of the Arab peoples and to gain more control over their homelands. We have affirmed all along, the right of the Arab peoples, similar to all other peoples of the world, for social justice and just distribution of their homelands’ wealth, their right to democracy and decent livelihood. What did occur, was the infiltration of imperialist forces and its reactionary extensions, then the Israeli ruling apparatus, to steal the will of the people, and to transform the popular mobilizations, which were correct in their beginnings, to create chaos that lasts for many years. We have also seen how once imperialism and reactionary interfere- they leave a land on fire, as in Libya, Yemen, Sudan, and in the unstable Iraq.
The shining example at the moment is Syria, about which we have said from the beginning, that the target is the Syrian homeland, the entity, and its people, because everyone sees which regime is in control now, with the terrorist militias supporting it, since this is a system of American, imperialist, reactionary, and Israeli making.
Our Party affirms its full solidarity with the countries facing the American and imperialist riotousness, including Venezuela, Cuba, Iran, and Denmark through America’s attempt to control the island of Greenland.
Our Party believes that this is the hour of the international Communist Movement and the forces of progress in the world, to increase coordination among them, with the aim of mobilizing the peoples against the imperialist plans, and our Communist Party, with its long history, is ready, as always, for any cooperation and coordination with the fraternal parties in the world and the region, and extends its hand to consolidate relations with all communist parties.
The CPI is fighting for a world free of weapons of mass destruction and all nuclear and lethal weapons in the entire world, regardless of the origin of these weapons and their projects.
On Climate Crisis
Our party is fighting for the quality of the climate in the planet, as the world is witnessing a profound environmental crisis, manifested in a dangerous acceleration of various forms of climate change, as the greed of the capitalist class and its constant quest to maximize profits at the expense of nature and humankind, constitute the main driving force behind the overexploitation of natural resources and the pollution of the environment, and the destructive wars, especially in the Middle East, and the Israeli wars, especially the results of the war of extermination, which exacerbates the phenomenon of global warming and the disruption of environmental systems.
